Salmon River voters to decide on school budget, capital project on May 20


On Tuesday, May 20, Salmon River Central School District residents will vote on a $41,444,974 proposed budget for the 2025-26 school year.

The proposed budget involves a spending increase of $2,771,780 or 7.17% over the current year’s budget and includes a 2% increase in the tax levy, which remains within the district’s allowable limit under New York State’s tax levy limit, or “cap,” law. As a result, it requires a simple majority (50% + 1) for approval.

Polls will be open from noon to 8 p.m. in the Salmon River Central School Board Room at Door #4, located at 637 Co. Rd. 1 in Fort Covington.

“While we are faced with funding uncertainties at the state and federal level, we’re proud this budget keeps students front and center, while still being smart with taxpayer dollars,” said Superintendent of Schools Dr. Stanley Harper.

The proposed school budget bolsters the district’s commitment to high-quality instruction, staff investment and safe learning environments. A key focus involves expanding academic intervention services and enhancing special education support through increased staffing to better serve all learners. Furthermore, the budget maintains all existing academic, arts, athletics, summer school and extracurricular programs, ensuring a well-rounded educational experience.

“We believe this budget proposal strikes the right balance by addressing immediate priorities while planning strategically for the future,” said Dr. Harper. “It’s a responsible, student-focused approach that ensures continued progress for our district.”

Also on the ballot is a $650,000 proposition to purchase and finance student transport vehicles. The state will reimburse Salmon River for approximately 90% of the cost of the vehicles purchased.

In addition, voters will choose whether to approve the $47,000,000 Foundations for the Future Capital Improvement Project. The proposal, which involves no additional local tax impact for residents, would be a continuation of the district’s previous capital projects. It is designed to make Salmon River a better, more efficient, and inclusive learning environment while also keeping costs and future financial sustainability in mind. “I am confident that these improvements would create a positive and enriching experience for all who learn and work in our schools,” said Dr. Harper.

Voters will also be asked to elect three community members to the board of education. Two five-year terms (July 1, 2025, to June 30, 2030), currently held by last-elected incumbents Emily Lauzon (candidate: Maryellen Cooke) and Jordan Lauzon (candidates: William Black, Niles DuPont), are up for election. The third seat, a two-year term (July 1, 2025, to June 30, 2027) held by last-appointed incumbent Scott Premo (candidate: Kim Lauzon McElwain), is also on the ballot.
